I have been hearing more and more about a waterproofing membrane for under resilient flooring being written into project specifications. Mapei has a procedure for doing this:
Waterproofing under resilient
Luxury Vinyl Tile, Luxury Vinyl Plank, Homogeneous Sheet Vinyl, or VCT- Apply Mapelastic AquaDefense then skim coat with either Mapecem Quickpatch or Planiprep SC. Then install the Luxury Vinyl Tile, Luxury Vinyl Plank, or Homogeneous Sheet Vinyl with MAPEI ECO 360 and install VCT with MAPEI ECO 711.

Mapei Eco Prim Grip
ECO Prim Grip is a ready-to-use, low-VOC, synthetic resin-based primer with bond-promoting silica aggregates suspended in a dispersion. It enhances the performance and adhesion over well bonded existing non-water-soluble adhesive residue, floor covering adhesive residue and polyurethane adhesive residue. Prepare the existing adhesive residue and apply the Eco Prim Grip and let dry. If the new flooring adhesive is allowed to go dry to the touch, it may be applied directly to the Eco Prim Grip. If the new adhesive is a wet set adhesive, the Eco Prim Grip must be first skim coated with Mapei Planiprep SC.
Mapei Primer T
Primer T is a low-VOC, water-based acrylic primer that enhances the performance and adhesion of self-leveling underlayments on nonabsorbent surfaces such as ceramic tile, vinyl composition tile, epoxy moisture barriers and non-water-soluble adhesive residue, as well as profiled, absorbent surfaces. Suitable for a wide variety of substrates, Primer T combines excellent versatility with an easy, low-odor application. Prepare the existing adhesive residue and apply the Primer T and let dry. If the new flooring adhesive is allowed to go dry to the touch, it may be applied directly to the Primer T. If the new adhesive is a wet set adhesive, the Primer T must be first skim coated with Mapei Planiprep SC.
Vinyl Backed Flooring Adhesives
One point I would like to mention is that when installing any vinyl backed flooring and Luxury Vinyl Tile such as Armstrong StrataMax/Fiberglass and IVC Floors with the full spread method of installation, you CAN NOT set the flooring into the adhesives wet over Non- porous structures (i.e existing resilient flooring/ceramic tile). The adhesive must be allowed to dry to the touch. There is nowhere for the moisture of the adhesive to go and it will remain wet forever, leading to bubbles in the flooring and severe indentation.

When dealing with Gypsum Underlayments like Gypcrete, these products are not made to have 1/4′′ wood underlayment panels attached to them. Flooring is to be installed directly to the Gypsum Underlayments after the Gypsum Underlayment has been primed or sealed per the Gypsum Underlayment manufacturers. Stapling a 1/4′′ wood underlayment into the Gypsum Underlayment can ruin the integrity of the Gypsum and the staples will have no holding power resulting in the wood underlayment making “popping” sounds beneath it and also with the wood underlayment panels not being secure to the subfloor resulting in a failed installation.
